Dubai Customs Announces Temporary Four-Month Export Ban on Selected Metal Scrap

Dubai Customs has issued Customs Notice No. 13/2026, introducing a temporary ban on the export of selected metal scrap from the Emirate of Dubai. The measure came into effect on 10 June 2026 and will remain valid for four months until 8 October 2026, unless amended or withdrawn through a subsequent notification.


According to the notice, the export restriction applies to:
Copper waste and scrap (HS Code 74040000)
Aluminium waste and scrap (HS Code 76020000)
Selected ferrous waste and scrap under HS Code 7204, including several categories of iron and steel scrap.


The notification states that customs authorities will not permit the export of these materials during the validity of the ban, except in cases where exemptions are granted in accordance with the applicable regulations.


The temporary measure is intended to support the availability of recyclable raw materials for domestic industries and aligns with the UAE’s broader strategy of strengthening local manufacturing, recycling capacity, and circular economy initiatives. By retaining valuable scrap within the country, the authorities aim to ensure a stable supply of secondary raw materials for local processors and manufacturers.


The announcement is expected to have a significant impact on scrap exporters, traders, processors, and international buyers who source material through Dubai. Exporters are advised to review their contracts, verify the HS classifications of their cargo, and remain alert to any further guidance or amendments issued by Dubai Customs during the notification period.


Industry participants will closely monitor developments over the coming months, particularly whether the temporary restriction expires as scheduled or is extended through a new customs notice.
